Mozambique continues to import significant volumes of polypropylene sacks, creating pressure on foreign currency outflows and introducing supply chain delays of up to eight weeks for shipments from Asia and the Middle East.

MOZAMBIQUE – AMAL Industries has launched a block-bottom valve cement bag manufacturing unit in Beira, Mozambique, to reduce national reliance on imported polypropylene packaging and strengthen local construction supply chains.
The investment, announced on 10 June 2026 from Sofala Province, produces high-strength woven polypropylene block-bottom valve bags for cement producers and construction material suppliers.
The format offers a rectangular base for improved stacking stability, a valve system for cleaner high-speed filling, and woven polypropylene construction for tear resistance and moisture protection.
Mozambique currently imports over 60 percent of its industrial polypropylene sacks, according to industry estimates, with cement alone requiring approximately 25 million bags annually across the country’s six major cement plants.
Beira Plant Tackles 60 Percent Import Reliance Head-On

By manufacturing cement bags locally, AMAL shortens logistics routes to under 48 hours for domestic customers. Rui Cotrim, General Manager of AMAL Industries, said that the investment was about more than producing cement bags.
He explained that it was about building national capacity, supporting import substitution, creating jobs, and giving Mozambican industry a stronger local supply chain.
Cotrim added that the project would bring meaningful value to the country by supporting the construction sector and positioning Mozambique as a more competitive producer of industrial packaging.
Block-Bottom Valve Design Delivers Three Operational Wins
The block-bottom valve format delivers three key advantages over conventional cement sacks.
First, the rectangular base improves stacking stability, reducing pallet tip-offs during warehouse storage and truck loading.
Second, the valve system supports cleaner, faster filling, reducing dust and material loss at cement plants.
Third, the laminated PP woven construction provides burst resistance up to 1.5 times higher than multi-ply paper sacks, cutting product loss from bag failure during transport.
These qualities, AMAL stated, are essential for safe storage, transport, handling, and presentation of cement and other construction materials.
Capital Foods Packaging Arm Expands Beyond 2012 Origins
AMAL Indústrias was founded in November 2012 in Beira and serves as the packaging arm of the Capital Foods Group, a conglomerate with strong presence in logistics, transport and agribusiness across Mozambique.
The project is expected to create direct and indirect employment opportunities, support skills development, and contribute to community growth around AMAL’s Beira operations.
No currency conversion was required as investment value was not disclosed.
