Ashghal’s record 63% construction recycling rate diverts 5.57MT in Qatar’s circular economy push

QATAR – Ashghal has achieved a record 63 percent construction material recycling rate in 2025, recovering 5.57 million tonnes of asphalt, excavation and demolition waste, and exceeding its 30 percent target as Qatar accelerates its circular economy transition under the National Vision 2030.

The Public Works Authority announced the achievement on 19 July 2026, with the figures demonstrating the successful application of circular economy principles across major infrastructure projects. 

The total of 5,571,008 tonnes of recycled construction materials reduces dependence on virgin raw materials while minimising environmental impacts. 

Foundation Works and Backfiling Operations Exceed Targets

In foundation works, Ashghal recycled 766,174 tonnes of excavation and demolition waste, recording a 91 percent recycling rate, substantially surpassing the 20 percent target. 

The authority also reused 4,498,916 tonnes of excavation and demolition materials in backfilling operations, achieving an 89 percent recycling rate compared with the 20 percent target. 

For pipe and cable bedding works, 255,417 tonnes of recycled materials were used, resulting in a 51 percent recycling rate, well above the five percent target. 

In road construction, 49,987 tonnes of reclaimed asphalt pavement were recycled and reused, achieving a nine percent recycling rate against a five percent target.

Qatar’s Waste Management Infrastructure and Government Support

Over the past decade, Qatar has invested significantly in modern waste management and recycling infrastructure, including specialised facilities for processing construction and demolition waste. 

Ashghal has established three strategically located construction material recycling zones in the North, West and South of Doha, which became operational in 2020. 

The authority has also recycled more than 1.4 million tonnes of asphalt milled from roads between 2020 and 2024, and over 44.3 million tonnes of backfilling and excavation material during the same period. 

Alongside Ashghal’s initiatives, government entities have expanded programmes promoting recycling, resource efficiency, treated wastewater reuse and green building standards, further advancing Qatar’s environmental sustainability agenda. 

The achievements reinforce Qatar’s position as a regional leader in sustainable infrastructure while supporting long-term economic diversification and environmental stewardship.
