Imdaad’s US$430M Jordan JV targets 1.19MT of annual waste recycling in Amman

JORDAN – Imdaad has entered the Jordanian market through a strategic joint venture with Clean City, securing a ten-year AED 1.58 billion (US$430 million) contract from AVTR to manage waste collection and recycling across 14 districts in Amman.

The joint venture, Imdaad & Clean City, was formalised on 30 July 2026 and represents Imdaad’s first geographical expansion into Jordan. 

With a workforce of more than 1,000 employees, the joint venture will serve key districts across Greater Amman Municipality, including Ras El-Ain, Al-Qwaismah, Abu Alanda, Jawa, and Wadi Es-Seer. 

The programme is designed to manage approximately 1.19 million tonnes of municipal solid waste annually at commencement, with projected waste volumes increasing to more than 1.72 million tonnes by 2035. 

AVTR’s First Large-Scale Privatisation Initiative

The agreement, awarded by Amman Vision for Treatment & Recycling (AVTR), represents the Greater Amman Municipality’s first large-scale privatisation initiative for integrated municipal cleaning and solid waste management services. 

The contract is valued at approximately AED 1.58 billion (US$430 million) over a ten-year period. 

AVTR, established to transform municipal waste management through innovation and public-private partnerships, selected Imdaad and Clean City as one of three contracted consortia, alongside an Emirati-Moroccan consortium and a Lebanese-Jordanian partnership.

Integrated Waste Recycling and Circular Economy Model

By combining Imdaad’s expertise in integrated facilities management and environmental solutions with Clean City’s local capabilities, spanning municipal services, hazardous waste treatment, electronic waste recycling, and waste sorting equipment design, the joint venture creates a platform for delivering sustainable solid waste management services. 

The initiative forms part of AVTR’s long-term vision to modernise municipal waste management by improving operational efficiency, expanding recycling and resource recovery, promoting circular economy principles, and introducing international best practices through private sector partnerships.

Performance-Based Operating Model and Community Impact

The project will introduce a performance-based operating model governed by defined Key Performance Indicators (KPIs) to enhance municipal cleaning, waste collection, transportation and related environmental services. 

The joint venture will serve Amman’s more than four million residents across 14 districts, helping maintain cleaner, safer, and healthier communities while supporting Jordan’s environmental development goals. 

With 15,000 professionals globally across 45 nationalities, Imdaad brings operational excellence and sustainability expertise to the partnership. 

The joint venture reflects the shared vision of both organisations to deliver sustainable, technology-driven municipal services that improve quality of life, protect the environment, and support Jordan’s long-term development goals.
