MEPCO to spotlight growth and sustainability leadership at ProPaper 2025

Saudi Arabia’s paper leader expands recycling and capacity initiatives to strengthen regional circular economy.

UAE – The Middle East Paper Company (MEPCO), Saudi Arabia’s leading paper, packaging, and recycling group, has announced its participation as Headline Sponsor of ProPaper 2025, the region’s premier paper industry exhibition, to be held in Dubai from October 13–15, 2025.

The company will showcase its ongoing expansion, sustainability milestones, and strategic role in advancing the Kingdom’s Vision 2030 circular economy objectives.

MEPCO operates one of the largest fully integrated paper and packaging ecosystems in the Middle East and North Africa (MENA), recycling more than 500,000 tons of recovered paper annually through its subsidiaries WASCO and Estidama.

This model not only diverts significant waste from landfills but also strengthens local supply chains by reducing Saudi Arabia’s dependence on imported and exported paper waste.

In 2024, MEPCO achieved a major sustainability milestone by recycling 29% of its internal water use, a crucial achievement in the water-intensive pulp and paper sector.

The company has also deployed energy-efficient technologies to minimize emissions and improve air quality across its facilities while scaling up domestic wastepaper collection and recycling networks through WASCO and Estidama.

Strategic expansion driving regional competitiveness

MEPCO is expanding production across both its paper and tissue divisions. At its Juthor Tissue Mill, the new TM6 tissue machine will raise output to 60,000 tonnes of premium jumbo rolls per year, catering to converters across the Middle East and export markets.

In parallel, MEPCO is doubling its recycled containerboard capacity, from 425,000 tonnes to 875,000 tonnes annually, to meet soaring regional packaging demand.

The company also plans to introduce a new PM5 line to produce lightweight containerboard in 70, 80, and 90 GSM grades, enhancing value for customers seeking diverse and sustainable product options.

Certified excellence and regional innovation

Both MEPCO and Juthor operations are certified under ISO 9001, ISO 14001, and ISO 45001 standards, as well as FSC® Chain of Custody certification, ensuring responsible fiber sourcing and global compliance.

Juthor Tissue Mill continues to establish itself as a regional hub for premium tissue jumbo rolls, serving the GCC, Levant, Africa, and South Asia.

With advanced European machinery and an integrated fiber supply chain, Juthor delivers efficient, low-emission production across facial, toilet, and kitchen tissue grades.

“Our journey is driven by innovation, operational excellence, and sustainability,” said Eng. Bandar Al-Enazi, Executive Vice President – Commercial at MEPCO.

“As we expand regionally and globally, we remain dedicated to delivering high-quality, sustainable paper and packaging solutions that power industrial growth across the Middle East and beyond.”
