UAE – The United Arab Emirates has approved the use of recycled plastics beyond rPET in food-contact applications, allowing recycled polypropylene, high-density polyethylene, and low-density polyethylene in approved packaging formats as part of the nation’s broader strategy to transition from a linear to a circular economy under the Green Agenda 2030 and Net Zero 2050 targets.
The regulatory shift, facilitated by the Ministry of Climate Change and Environment (MOCCAE), moves beyond the previous singular focus on recycled PET for beverage bottles.
It enables the incorporation of Post-Consumer Recyclate into a wider range of applications, including tubs, pots, trays, and flexible films used for dry food and fresh produce, provided they meet stringent safety and food-contact standards.
New Applications for Recycled Content
Previously, the use of recycled plastic in food packaging was largely confined to rPET.

“We are no longer just limiting certain materials; we are actively defining what plastics can be to serve the circular economy,” an industry expert noted regarding the policy evolution.
Investment in Local Recycling Infrastructure
The policy change coincides with significant investments in domestic recycling capacity. By allowing a broader range of food-grade recyclates, the UAE aims to capture high-value plastic waste streams that were previously difficult to recycle or were exported.
This creates a closed-loop system for the fast-moving consumer goods sector, reducing reliance on imported virgin polymers.
For food and beverage manufacturers, the ruling provides legal certainty to source certified recycled materials for primary packaging.
For recyclers, it creates a stable domestic market for sorted polyolefins, justifying investments in advanced decontamination and extrusion lines needed to meet food-contact purity standards.
The Bigger Picture
As the UAE enforces strict bans on single-use plastic items in 2026, the complementary focus on “circular materials” ensures that businesses have compliant alternatives.
By allowing recycled plastics in food-contact applications, the nation bridges the gap between waste collection and high-value remanufacturing, closing the loop on packaging that consumers interact with daily.
