New agreement focuses on knowledge exchange, research collaboration, and regulatory development to support Oman’s transition toward a circular economy.

OMAN – Authority for Public Services Regulation (APSR) has signed a memorandum of understanding with University of Rostock to strengthen cooperation in sustainable waste management and circular economy initiatives.
The partnership reflects Oman’s growing commitment to improving resource efficiency and maximizing the economic value of waste while reducing environmental impacts.
By leveraging Germany’s advanced expertise in waste management and recycling systems, the collaboration aims to support Oman in accelerating its transition toward circular economy models.
The agreement was signed by Hassan bin Mohammed Al Lawati, Director General of Economic Regulation and Markets at APSR, and Elizabeth Prommer, President of the University of Rostock.
Under the MoU, both parties will promote scientific and technical cooperation to develop advanced solutions for sustainable waste management.
Key areas of collaboration include raising environmental awareness, promoting waste segregation at source, improving recycling processes, reducing waste volumes, and converting waste streams into value-added resources.
The agreement also focuses on strengthening institutional capacity within APSR and enhancing human resource development in Oman’s waste management sector.
Particular attention will be given to modern regulatory frameworks, policy development, and strategies that support sustainable waste governance.
Officials noted that the partnership will allow Oman to benefit from Germany’s well-established circular economy practices, which have been widely recognized for their efficiency and strong regulatory frameworks.
Knowledge transfer and joint research initiatives are expected to help improve both environmental outcomes and economic efficiency in Oman’s waste management systems.
As part of the program surrounding the signing ceremony, the Omani delegation visited research laboratories and facilities at the University of Rostock.
The delegation also toured municipal waste management infrastructure in the city of Rostock to observe advanced recycling and waste treatment practices.
A specialized scientific session was also held during the visit, bringing together academics, researchers, and waste management experts to explore opportunities for joint research projects and technology development that support circular economy solutions.
The signing ceremony was attended by Mitha bint Saif al Mahrouqi, Ambassador of Oman to Germany, alongside representatives from academia, environmental organizations, and industry stakeholders.
The collaboration highlights a growing trend of international partnerships in the waste management sector, as countries seek to accelerate the shift from linear “take-make-dispose” models toward circular systems that prioritize resource recovery, recycling, and sustainable production practices.
For Oman, such partnerships are expected to play a key role in building a resilient and environmentally responsible waste management framework aligned with global sustainability goals.
