Smurfit Westrock wins Irish government contract for tobacco traceability system

IRELAND – Smurfit Westrock Security Concepts (SWSC), a subsidiary of global packaging giant Smurfit Westrock, has secured a critical contract from Ireland’s Office of the Revenue Commissioners to supply unique identifier codes for tobacco products sold and imported into the country.

This move supports Ireland’s compliance with stringent European Union tobacco traceability regulations and reinforces SWSC’s position as a trusted partner in securing high-risk consumer goods.

Under the agreement, SWSC will deliver between 110 million and 150 million unique alphanumeric codes annually.

These identifiers are part of a broader EU effort to combat illicit tobacco trade and ensure full transparency across the supply chain.

Each code will carry embedded data such as the product’s origin, manufacturing date, and final destination, enabling enforcement authorities to trace the movement of tobacco from factory to point of sale.

This initiative stems from Commission Implementing Regulation (EU) 2018/574, which complements the 2014 Tobacco Products Directive (TPD).

Since May 20, 2024, all tobacco products marketed in EU member states have been required to carry both traceability codes and additional security features, including tax stamps, to authenticate product legitimacy and confirm that excise duties have been paid.

The award comes just months after SWSC’s sister unit, Smurfit Kappa Security Concepts (SKSC), was granted the contract to supply Ireland with tax stamps for tobacco packs, a key security measure under the TPD.

Together, the two contracts consolidate Smurfit Westrock’s role at the core of Ireland’s efforts to comply with EU anti-counterfeit and anti-smuggling measures.

To implement the identifier system, SWSC is partnering with established technology providers AKD and ENSESO.

These firms will co-develop and maintain the digital portal through which tobacco manufacturers will assign codes to their products prior to importation into the Irish market.

The system aims to enhance oversight and simplify regulatory enforcement by allowing real-time monitoring and auditing capabilities.

This development follows the 2024 merger between Ireland’s Smurfit Kappa and U.S.-based WestRock, creating one of the world’s largest paper-based packaging companies in a deal valued at US$11.2 billion.

The newly formed Smurfit Westrock has since moved to strengthen its foothold in regulatory and security-focused packaging services, positioning itself at the intersection of compliance, sustainability, and supply chain integrity.

With illicit tobacco trade costing EU governments billions in lost revenue annually, the deployment of such advanced traceability systems is seen as a crucial step in curbing fraud and protecting public health.

Smurfit Westrock’s involvement places it among a small number of firms trusted with managing highly sensitive, high-volume authentication programs across Europe.
