PAKISTAN – Pakistan’s National Tariff Commission has imposed provisional anti-dumping duties ranging from 17.70% to 37.30% on PVC resin imports from the United States and Indonesia for four months, following an Engro Polymer & Chemical complaint that found material injury to domestic packaging material manufacturers.
The investigation, initiated on April 17, 2026, targeted suspension-grade PVC resin classified under PCT code 3904.1090, which is widely used in manufacturing pipes, fittings, cables, packaging materials, films and sheets.
The Commission found that a surge in dumped imports led to price undercutting and suppression, resulting in declining market share, reduced profitability, and lower returns on investment for domestic producers.
US Exporters Face 22.28% to 37.30% Duties as Indonesian Imports Attract 17.70% Uniform Rate
Under the decision, US imports face duties of 37.30% for Westlake Vinyls Company LP and all other exporters, while Westlake Vinyls Inc. will be subject to a lower rate of 22.28%. Imports from Indonesia will attract a uniform duty of 17.70%.
The Commission noted that US-based exporters cooperated with the investigation by providing essential data, allowing individual dumping margins to be calculated, while Indonesian exporters failed to provide the required information, leading the Commission to determine their margins using the best available information under the law.
PVC Resin’s Critical Role in Packaging and Industrial Applications
The product under investigation is a key raw material for Pakistan’s packaging industry, used in producing films, sheets, and packaging materials for various consumer and industrial goods.
The NTC established a direct causal link between the dumped imports and the injury caused to the domestic industry, noting that the provisional duties are necessary to prevent further injury while the investigation continues.
Provisional duties will not apply to imports used as inputs for export-oriented products or foreign grant-in-aid projects exempt from customs duties.
Interested parties have 30 days to request a hearing, while the Commission is required to issue its final determination within 180 days of the preliminary findings’ publication.
