Lisbon launches ambitious reusable cup scheme to cut single-use waste

Lisbon becomes one of Europe’s frontrunner capitals to deploy a citywide, digitally enabled reuse system.

PORTUGAL — Lisbon has launched an ambitious citywide reusable cup system, CopoMais, as part of its broader push to reduce single-use packaging and advance circular economy goals.

The first automated return machines are now operating in the nightlife-heavy Bairro Alto district, with 17 additional locations scheduled to open across the city in early 2026.

The initiative allows customers to use reusable cups of four sizes, paying a refundable €0.50 deposit that can be reclaimed at any CopoMais return machine.

The machines, developed in partnership with Tomra, automatically collect and process used cups, which are then transported to a central cleaning facility before being redistributed across the network.

The project is a collaboration between the City of Lisbon, the Portuguese Association of Hotels, Restaurants and Similar Establishments (AHRESP), and Tomra, a global leader in automated collection and resource recovery technologies.

Officials say the scheme is designed to simplify reuse for both consumers and hospitality businesses, offering a seamless alternative to single-use cups that contribute to mounting waste volumes.

Geir Sæther, head of Tomra Reuse, praised Lisbon’s proactive stance, “In Lisbon, we have found a municipality that is prepared to take a frontrunner position among European capitals in implementing policy that enables truly circular systems, as well as a hospitality industry that is stepping up to help make Lisbon better, cleaner and more circular.”

AHRESP president Carlos Moura added that the project signals the hospitality sector’s readiness to collaborate closely with technology partners and local authorities.

“It is highly significant to see Lisbon’s bars and restaurants at the forefront, reducing costs for the community and for the planet, while at the same time enhancing customer experience,” he said.

The scheme aligns with the EU Packaging and Packaging Waste Regulation (PPWR), which calls for substantial reductions in single-use packaging and encourages the adoption of reusable solutions.

Lisbon officials say CopoMais positions the city ahead of emerging European standards by demonstrating a practical, scalable reuse model for urban settings.

The deposit refund process has also been designed for convenience. Users can receive instant digital refunds via debit or credit card or mobile wallets, eliminating the need for cash.

Rui Patraquim, business development director for Mastercard in Portugal, said supporting CopoMais helps “make sustainable choices easier for everyone,” noting that streamlined, near real-time refunds will encourage broad consumer participation.

CopoMais is expected to expand steadily through 2026 as Lisbon strengthens its shift toward circular, low-waste public services.
