Be’ah, Muscat Municipality ink waste management deal for Muscat Governorate

Under the agreement, Muscat Municipality will take direct responsibility for solid waste collection and transportation services.

OMAN – Muscat Municipality and the Oman Environmental Services Holding Company (Be’ah) have signed a milestone agreement to transfer the rights and responsibilities for waste collection and transportation within Muscat Governorate, effective October 1, 2025.

The agreement was formalized by His Excellency Ahmed bin Mohammed Al Humaidi, Chairman of Muscat Municipality, and Eng. Ahmed bin Hamad Al Subhi, Chairman of Be’ah.

The move represents a strategic shift in Oman’s waste management sector, aligning with the country’s sustainability agenda under Oman Vision 2040.

Under the agreement, Muscat Municipality will take direct responsibility for solid waste collection and transportation services, while Be’ah will continue to manage the broader environmental infrastructure, including engineered landfills, transfer stations, recycling centres, and treatment plants for healthcare and hazardous waste.

“This agreement reflects our vision to elevate waste management practices to international standards while enhancing the quality of municipal services for the community,” said HE Al Humaidi.

“It marks a turning point in strengthening institutional partnerships and building a healthier, safer, and more sustainable urban environment.”

Eng. Al Subhi noted that Be’ah would maintain its core role in environmental management while supporting circular economy initiatives.

“We will continue transforming waste into an economic resource, ensuring seamless service continuity during this transition. Our collaboration with Muscat Municipality will accelerate progress towards national sustainability goals,” he added.

Muscat Governorate, home to more than 1.5 million people, generates the largest share of municipal solid waste in Oman.

The transition of waste collection services to the Municipality is expected to streamline operations, improve efficiency, and foster greater accountability at the local level.

Analysts suggest that the move could also pave the way for increased investment in recycling, waste-to-energy projects, and public awareness initiatives aimed at reducing landfill dependency.

Oman has made significant progress in modernizing its waste sector since Be’ah was established in 2007.

The company has implemented integrated waste management systems nationwide, introduced medical and industrial waste treatment facilities, and launched nationwide campaigns promoting recycling and sustainability.

By handing over operational control of Muscat’s municipal waste services, the government aims to empower local authorities to deliver tailored, high-quality services while leveraging Be’ah’s expertise in infrastructure and specialized treatment.

The partnership underscores Oman’s broader commitment to environmental stewardship, resource efficiency, and sustainable urban growth in line with Vision 2040.
